Brookings: ADUs could expand the affordable housing toolkit—if local governments can work through some growing pains

The Brookings Institution interviewed Casita Coalition board members and others in the field for a paper diving into four Los Angeles-area ADU programs and their efforts to encourage homeowners to build ADUs in their backyards to address the city's affordable housing crisis.
