Noerena Limon, Chief Executive Officer
Noerena Limón brings over 16 years of experience working at the nexus of government, public policy, and the private sector. She is currently the CEO of the Casita Coalition, where she leads efforts to address California’s housing crisis through policy advocacy and community engagement. Previously, she founded Mariposa Strategies LLC, a consulting firm providing strategic guidance to nonprofits, government entities, and private organizations on housing finance, bridging the racial wealth gap, homeownership, and capacity-building initiatives.
In 2023, Noerena was appointed by Governor Gavin Newsom to the Board of the California Housing Finance Agency. Since 2021, she has also served as a Housing Fellow at UC Berkeley's Terner Center for Housing Innovation, where she collaborates on research addressing California’s housing supply crisis.
Before founding Mariposa Strategies, Noerena held the position of Executive Vice President for Public Policy and Industry Relations at the National Association of Hispanic Real Estate Professionals (NAHREP), the country’s largest Latino business organization. There, she established NAHREP’s first national policy department and grassroots advocacy network, while spearheading research efforts such as the State of Hispanic Homeownership Report and the State of Hispanic Wealth Report.
Prior to joining NAHREP, Noerena spent six years at the Consumer Financial Protection Bureau (CFPB) both in the Office of the Director and the Office of Mortgage Markets. In her role, Noerena assisted in the regulatory drafting and implementation of many of the Dodd-Frank Wall Street Reform and Consumer Protection Act’s mortgage-related rules, including the Qualified Mortgage (QM) rule, the “Know Before You Owe” Integrated Disclosure Rule, and the CFPB’s mortgage servicing rules
Prior to her work at the CFPB, Noerena served as a political appointee under President Obama in the White House Office of Political Affairs. Noerena has also held various leadership roles in electoral campaigns including the 2008 Obama-Biden Campaign, where she served as Deputy Communications Director for Spanish Language Media. Noerena started her policy career in Washington D.C. as a Congressional Hispanic Caucus Institute Fellow (CHCI) in the Office of then-Congressman Xavier Becerra.
Noerena holds a Bachelor of Arts degree from the University of California, Berkeley, and a Master in Public Policy from Harvard Kennedy School. She is deeply involved in her community, serving as Treasurer for the MAAC Project’s board of directors, an executive board member of Up For Growth Action, a board member of the CA YIMBY Education Fund, and a member of the National Housing Conference’s National Advisory Council.
